James A. Doherty, III, Esquire

Prior to entering private practice, Jim Doherty was one of the original in-house attorneys hired by the Pennsylvania Gaming Control Board as well as the agency’s first Special Counsel to the Executive Director and Chief Counsel. During his tenure with the Gaming Control Board, Jim handled the agency’s development including licensing, drafting original regulations and creating language to amend the new gaming law. Most notably, Jim was successful in obtaining a dismissal from the Pennsylvania Supreme Court against a civic organization challenging the agency’s award of two slot machine licenses to operators in the City of Philadelphia (Dkt. No. 51 EM 2007). Jim is a former federal clerk to the Honorable Thomas I. Vanaskie of the U.S. District Court for the Middle District of Pennsylvania. He is also a member of the Pennsylvania Bar Association’s Gaming Law Committee, the American, Pennsylvania and Lackawanna Bar Associations. He earned his J.D. from Georgetown University Law Center and his undergraduate degree from the College of the Holy Cross.
